When clicking on the IGI cert, all of them are hearts and arrows, but on the JA listing only 1 is listed as “true hearts” and the rest as “ideal”. Am I missing something? All of these landed on the “efficient” frontier. Any feedback on these choices?

True Hearts is a marketing term, arbitrarily assigned by JA. It’s not worth paying the True Hearts premium when the other diamonds also have optimal proportions. Of these, I would go with the 1.9 E VVS2. It’s bigger than the 1.87 F VVS2 and 1.8 D VVS2 and saves the most. It has a slightly bigger table than your strict criteria, but I wouldn’t be concerned about that.
If 2ct is necessary, then the 2.13 E VVS2 you found is nice. However, I think you’d be better off hitting 2ct and saving some money by going with lower clarity. You might consider the options below. They’ll all be eye-clean and fit the strict criteria you’ve listed (not that it’s that important once you reach GIA EX/AGS 0 Ideal).
