If two diamonds have the same table %, the same crown angle, and the same pavilion angle, does that give the two diamonds the same cut? I think I have seen in such scenario, where despite the same parameters one diamond has much blacker arrows than the other.
What other parameters are out there to control the difference in that case?

There are other parameters, but looking for the arrows is the simplest way to verify optical symmetry. Optical symmetry will imply nice proportions and then you don’t need to worry about the other stuff.
