If one diamond sits in the margin of the intersection of GIA and AGS, another diamond sits in the middle of intersection, should the latter be the better one?

No, there is no ranking difference in category if they’re both GIA EX/AGS 0 Ideal. At that point, you look at the diamonds themselves to see if both have nice optical symmetry and which one meets your criteria best.
